Green Pakistan Programme (GPP) – Revival of Forestry Resources in Pakistan is a nationwide project with main objective to facilitate transition towards environmentally resilient Pakistan by mitigation through afforestation, biodiversity conservation and enabling policy environment. TERMS AND CONDITIONS

 

1.         Earnest Money/Bid Security: The Supplier shall furnish 4% earnest money as part of its Proposal. The bid security shall be in the form of a Bank Draft / Pay Order in favour of National Project Director, Green Pakistan Programme,Islamabad. The Bid Security of unsuccessful suppliers will be returned back.

2.         Deadline for Submission of Offers: Proposal should reach on or before 25th September, 2017 at 1100PST and will be opened on same day at 11:30PST in the presence of Bidder’s Representatives.

3.         Details of Clients & proven record of after sale and service is required.

4.         Bidding Procedure:

a) Single-stage two envelops i.e. Technical and Financial.

b) Technical Proposal submitted by the bidder shall be opened first.

c) The Financial Proposal would be opened for those bidders which found technically qualified.

5.         Documents Comprising the Bid: The Proposal comprises two envelopes, be submitted simultaneously, one containing Technical Proposal and the other Financial Proposal.

A) The Technical Proposal shall contain the following:

(i) Schedule of Major Items of Equipment/Instruments;

(ii) Copy of Bid Security, and;

(iii) Technical details/Brochures of quoted items.

B) The Financial Proposal shall contain the following:

(i) Price Proposal / Quotation;

(ii) Bid Security (Original);

(iii) Schedules of Prices:

6.         Incomplete or late received Bid / Offer will not be entertained.

7.         Warranty: At least One year.

8.         The Buyer shall have the right to increase or decrease the quantity.

9.         Submission of any false statement/ documents including concealing of information will likely to disqualify the bidder.

10.       Any BID found in deviation / violation / without Earnest Money would liable to be rejected.

Subject:   REQUEST FOR QUOTATIONS FOR PURCHASE OF IT EQUIPMENT

 

1.           The Green Pakistan Programme project with main objective to facilitate transaction towards environmentally resilient Pakistan by main streaming notion of adaptation and mitigation through ecologically targeted afforestation initiative. Under this project, on the pattern of China’s “Great Green Wall Program”, war-footing plantation of indigenous and fast growing tree species shall be completed. An addition of 100 million new plants over next five years shall be completed in Pakistan.

 

 

2.           Green Pakistan Programme, Ministry of Climate Change now invites quotations for the IT equipment/accessories described at Annex-A hereto, under the following terms and Conditions: -

 

a.   Registration of Supplier/Vendor: The suppliers/vendors should be either anestablished firm or authorized agent/distributor of the manufacturer having after sale service facilities, where required; necessary documentary evidence in this regard shall be furnished along with the quotation.

b.   Quotations to be submitted Lot Wise for all the items of that specific lot: Various lots have been formed depending on the type of equipment. The suppliers/vendors may quote for any one or more lots but the quotations must be submitted separately for each lot and for all the items mentioned in that specific lot. Quotations, incomplete/not quoting for all the items of the lot, shall be declared as Non-Compliant and shall not be processed further.

 

c.   Delivery Period: Within maximum of 30 days from the date of issue of Purchase Order.

 

d.   Place of Delivery/Installation & Commissioning of Equipment: Goods/ equipment and stores shall be delivered at the address: Garden avenue road, National Park Area, Adventure Complex, Ground Floor, Islamabad. Phone: 051-9249183.

 

e.   Installation: Installation and successful commissioning of equipment at site (where applicable), shall include cost of all necessary accessories, parts & stores, complete in all respect. The suppliers are therefore advised to visit the site of installation before submitting the quotations. Necessary coordination in this regard may please be made with Faisal Nadeem Saher, GIS Manager/ AFO (In Charge).

 

f.     Warranty: The suppliers/vendors shall provide at least One Year Warranty for all equipment which shall commence on handing over the equipment to the purchaser after installation and successful commissioning/physical demonstration. The warranty shall include free maintenance and repair of equipment with all kinds of parts/assemblies, electrical and mechanical parts, visit of experts etc and all sort of expenditures, whatsoever, incurred to repair and maintain the equipment.

 

g.   Provision of Publications: The supplier shall provide the complete set of publications as under along with the equipment: -

                                                  i.    Operational Manuals

                                                ii.    Technical Manuals.

                                               iii.    Schematic Diagrams/Parts Catalogue, where required.

 

h.   Currency of Quotation: The prices shall be quoted and payment to the successful bidder will be made in Pakistani rupees.

 

i.     Validity of Quotations: Quotation should remain valid for 30 days from thedate of submission.

 

j.     Quotations: The suppliers/vendors are requested to give their best prices as no financial negotiations shall subsequently be undertaken.

 

k.    Payment: Payment will be made within maximum of thirty days after submission of invoices subject to fulfillment of the delivery terms, successful installation and demonstration of equipment, where required. All taxes will be deducted from bills as per the existing government rules.

 

l.     Evaluation Criteria and Issue of Purchase Order: The quotations shall be evaluated and purchase order issued/contract awarded to the lowest evaluated bidder, separately for of each lot, as per the following criteria: -

Ø  Technical responsiveness/full compliance to the specifications/requirements for all the items of the specific lot.

Ø  Effective & efficient back up support services, where applicable during the warranty period and thereafter.

Ø  Acceptance of Terms and Conditions of the RFQ/Purchase Order.
